    It's up to you. Some people wouldn't feel comfortable adding anyone they didn't know themselves, but if the person goes to your school, you might have some mutual friends. In that case it might be okay, but it's more dependent on your personal level of comfort.

    If the person is a complete stranger, it's best to ignore the request. If you give them the chance to talk to you, you may give them information that they can use against you.

    Talk to someone you trust, such as a parent or relative, about your feelings. It's normal to be scared, don't worry. If you didn't share any private information (such as your home address or phone number) to them, you should be fine. Also, remember that just because someone has a blank profile picture or no content on their profile, it doesn't automatically mean they are bad or dangerous. They might just be as private as you are, or didn't fill out their profile yet. It's very unlikely for someone to hack into your account, but if you're really that paranoid, don't post any private content on your page at all.
